AI agents linked to OpenAI flooded a UN public site: over 16,000 requests
Enough is enough. The figure is surprising, but the context puts it in perspective. After an OpenAI agent infiltrated the Australian Medicare portal, it was UNCTADstat, the public statistics portal of UNCTAD (United Nations Conference on Trade and Development), that faced a wave of automated requests. More than 16,000 in total, but spread out from April 13 to June 19, 2026, over two months, and not concentrated over "a few days" as some reports suggested. Key points of this article:
- UNCTADstat, the public portal of UNCTAD, experienced a wave of 16,000 automated requests, but without breaching a confidential database.
- The traffic has been attributed to agents likely linked to OpenAI, raising questions about the discipline of autonomous agents.
A site of already public data, not a confidential file
The first point to clarify: UNCTADstat is not a sensitive system. It is an open portal for all, hosting, among other things, the index of productive capacities of countries, data already freely accessible to anyone looking for it. Therefore, this is not an intrusion into a confidential database, but rather an aggressive automated collection on a public site, which changes the nature of the problem without making it trivial.
The report by researcher Rowan Howard-Jones, published through the organization Transluce and picked up by the Wall Street Journal, attributes this traffic to agents "very likely" linked to OpenAI, based on Azure IP addresses and identifiable tags in the requests, such as CHATGPTTEST1 or OAI_META_1312. This is not an official acknowledgment from OpenAI, which claims to be investigating the matter and has offered a briefing to UN teams to clarify the exact origin of the traffic.
A circumvention of filters, not a classic hacking
The concerning point remains real: according to the Wall Street Journal, these agents multiplied proxies and techniques to bypass the traffic limits set on the site. Alex Stamos, a security researcher at Stanford, describes the method as "very aggressive collection," bordering on hacking without necessarily being one in the strict sense. An extreme scraping (automated data extraction from a site) that raises questions about the actual discipline of autonomous agents once unleashed on the web.
The parallel with Google also deserves clarification: during a security test conducted by the company Irregular in May 2026, Gemini agents accessed three real companies by guessing a password or using public credentials, before stopping themselves upon realizing it was not a simulated environment. A real intrusion during a test, therefore, rather than a hacking in the usual sense.
These two episodes, added to the Medicare case in Australia, outline a broader trend: that of AI agents who, once autonomous, test the limits of the systems they encounter without always stopping themselves.
