Crypto in France: 3 Months After the End of PSAN, What MiCA Has Changed for You
Selective sorting. On July 1, 2026, the transitional regime of PSAN (providers of services on digital assets, the former French status) ended, and the map of platforms no longer resembles that of last year. We reported in February on the countdown launched by the AMF. Here is the assessment from the perspective of your portfolio. Key points of this article:
- July 1, 2026, marked the end of the transitional regime of PSAN in France, disrupting the landscape of digital service platforms.
- Binance France, having not obtained approval, suspended its services, but withdrawals remain possible for French clients.
MiCA in France: 31 Approved in July, 35 in September
On July 2, the AMF took stock in its statement on the end of the transition: 31 authorized players in France and 283 in the European Union. France ranks second in the number of providers of services on crypto-assets (PSCA, the French name for CASP, these MiCA-approved providers). A few authorizations were still in the process of finalization. Since then, the European total has further increased.
They were granted this summer. According to Mind Fintech, which relies on the ESMA register, four former PSANs including Finary, Woorton, and Shares have obtained their approval, bringing France to 35 approved CASPs, behind Germany. Coinhouse (approval A2026-013, May 2026) and Meria are also among the approved French players. This press count is still changing, and only the official register is authoritative.
Binance and the Exits: Who Packed Up
Binance France did not obtain approval before June 30. In its announcement on June 24, the platform warned that spot orders would be canceled as of July 1 and that withdrawals in crypto as well as in euros would remain possible. Its French clients can therefore still recover their funds, but loans and margin positions are promised to an automatic liquidation. Binance still aims to obtain a MiCA approval.
On the registry side, the AMF deregistered AUTOMATA France SAS as of June 30. A provider continuing without authorization risks two years in prison and a fine of 30,000 euros, according to the AMF, which can also publish blacklists and request the blocking of sites.
Protection, Passport, Blacklists: What MiCA Changes for You
MiCA imposes rules on approved providers regarding the custody of crypto-assets and client funds, as well as a procedure for handling complaints.
The European passport complicates verification. An approved provider in another member state can serve French clients, such as Bitpanda, authorized by the Austrian authority and recognized by the AMF. Its whitelist distinguishes between actors approved in France and those with a passport, and the AMF specifies that it is not updated in real-time: the ESMA register remains the reference. The ESMA has also warned that MiCA protection only covers the entity approved in the EU, not its affiliated companies outside Europe. Therefore, check the exact name of the legal entity, not just the app's brand.
The blacklist remains. The one for crypto-assets was updated by the AMF at the end of September. Scammers take advantage of the cleanup: they impersonate the name of the AMF, ESMA, or real platforms to make you migrate your funds to a fake secure account.

What to Watch on the MiCA Register
The first task is supervision. The ESMA has launched a coordinated control action on the custody of private keys and the cybersecurity of CASPs, which will last until the first half of 2027, before a European report in the second half of 2027. The second is political: the European Commission proposed on December 4, 2025, to transfer part of the powers of national authorities like the AMF to the ESMA. France, Austria, and Italy support the idea, which still needs to go before the Parliament and the Council of the EU.
For clients of Binance France who have not moved, the deadline falls on October 1. According to the platform's announcement, margin positions and open loans will be closed or liquidated automatically on that day.
