ECB President Lagarde Works to Block Binance's EU License Acquisition
According to a report by the Wall Street Journal (WSJ), Christine Lagarde, President of the European Central Bank (ECB), has personally intervened to block the acquisition of a business license and market entry for Binance, the world's largest cryptocurrency exchange, in the European Union (EU).
Binance had applied for a license through Greece's HCMC (Hellenic Capital Market Commission) under the EU's MiCA (Markets in Crypto-Assets) regulation. A license based on MiCA would grant significant rights to operate across the EU if approved by just one member state. The review had passed the technical phase, and by early June, anti-money laundering officials had also indicated their intent to approve, making the issuance imminent.
However, during a meeting with Greek Prime Minister Kyriakos Mitsotakis, President Lagarde directly addressed the matter and expressed strong opposition to granting the license. The ECB itself does not have formal legal authority to approve or reject MiCA licenses. Therefore, it appears that the ECB President exercised personal and political influence to overturn a decision that should have been made by national regulatory authorities and finance ministers, raising concerns among legal experts.
Compliance Concerns and the Digital Euro Initiative Behind the Block
There are primarily two strong concerns behind Lagarde's rejection of Binance's entry.
The first is the company's radical past and involvement in financial crimes. In 2023, Binance and its founder, Zhao Changpeng, acknowledged violations of anti-money laundering laws in the U.S. and reached a settlement involving a record fine of $4.3 billion.
Lagarde has previously labeled Bitcoin as "a highly speculative asset used for money laundering" and has been critical of it, suggesting that she could not overlook the entry of an organization with a guilty verdict into the EU.
The second concern is a strategic aim to protect European financial sovereignty and the digital euro. The ECB is currently advancing the development of a central bank digital currency (CBDC), the digital euro. Lagarde feared that if Binance, with its massive trading volume, emerged in the European market, the use of dollar-pegged stablecoins would explode instead of euro-denominated stablecoins, threatening Europe's financial autonomy.
Ongoing Exclusion of Binance and Future European Strategy
With approval from Greek authorities no longer expected, Binance ultimately had to withdraw its application in Greece. The company has highlighted its establishment of a compliance team of around 1,500 people and attempted to counter the reports, but could not change the situation.
Moreover, applications have also been rejected in other EU member states like Ireland and Latvia due to the complexity of its organizational structure and past sanctions history. While competitors like Coinbase and Kraken have already secured formal approval and established a presence within the EU, Binance faces isolation from the market.
Currently, the company is pinning its hopes on discussions with France's AMF (Autorité des Marchés Financiers), where it has already made limited registrations, and continues to seek MiCA licenses in other countries. However, with the ECB President, the top figure in the European financial sector, showing a strong opposition stance, the path for Binance to fully enter the EU market has become extremely challenging.
