G7 Announces Release of 100 Million Barrels of Strategic Oil, EU Refuses to Increase Stockpiles
Last week, the G7 announced that it would release 100 million barrels of crude oil and diesel under the coordination of the International Energy Agency (IEA). EU member states generally believe that this does not imply a need to further draw on strategic reserves beyond previous commitments. The EU tends to limit subsequent releases to the amounts agreed upon in March of this year, meaning there may be a discrepancy between the 100 million barrels mentioned by the G7 and the actual additional supply in the future. The G7 has requested that diesel be prioritized for release in the first 20 days, but as of now, no EU member state has committed to adding new stockpiles within this timeframe. In March, IEA member countries reached a plan to release approximately 400 million barrels of strategic crude oil and refined products, with the EU responsible for about 20%. As of early October, about two-thirds of the quota has been released, with some amounts yet to be fulfilled. The mainstream position of the EU is to complete existing commitments rather than expand the overall release scale, with some countries calling for the IEA to assess the impact of previous releases on the market and energy security. Regarding diesel, Europe may agree to release existing quotas early but is unwilling to increase the amount further, as decision-makers are concerned that prematurely consuming strategic reserves could weaken the ability to respond to future supply shocks.
