Senate Democrats Request Public Hearing On Prediction Markets
All 11 Democrats on the U.S. Senate Banking Committee have requested a public hearing on prediction markets after a private meeting between Republican committee members and Kalshi CEO Tarek Mansour. The lawmakers argue that securities-linked prediction products may raise issues under the Banking Committee's oversight responsibilities.
Prediction markets are increasingly becoming a topic of discussion in Congress, as they expand beyond traditional boundaries. The Commodity Futures Trading Commission has typically regulated event contracts, but prediction markets are now intersecting with areas that may involve the Securities and Exchange Commission, particularly products linked to corporate earnings and other specific outcomes.
In a letter dated September 23, committee Democrats emphasized the need for bipartisan examination of the industry. Chairman Tim Scott noted that the Republican meeting with Kalshi addressed innovation, retail-investor protection, and regulatory concerns regarding securities-linked products.
The debate over prediction markets is not limited to sports betting; these platforms are now encompassing economic releases, corporate events, politics, and financial-market outcomes. As states challenge some sports event contracts and federal regulators dispute jurisdiction, the regulatory landscape remains complex.
The request for a public hearing does not alter Kalshi's regulatory status but highlights the growing difficulty for Congress to treat prediction markets as merely a niche issue for the CFTC. As these products align more closely with traditional financial markets, increased scrutiny from various committees and agencies is anticipated.
