Trump Rejects Global AI Regulation at UN, Vows Not to Stifle Growth
[Mexico City = Shim Young-jae, Special Correspondent] U.S. President Donald Trump has expressed opposition to the establishment of an international regulatory framework to control the development of artificial intelligence (AI). He argues that AI could bring about changes greater than the Industrial Revolution and that he will not stifle its growth.
According to Bloomberg, President Trump stated during his speech at the United Nations General Assembly in New York on the 22nd (local time), "The United States completely rejects any attempt to establish a globalist system to control artificial intelligence." He also expressed that the risks associated with AI can be addressed through existing U.S. systems.
"We Will Not Stifle AI Growth"
President Trump opposed placing AI development under an international regulatory framework. He said, "I will not stifle the growth of something that could be bigger than the Industrial Revolution."
He did not deny the need to respond to the risks of AI. President Trump stated, "We must be cautious," and mentioned that law enforcement could intervene in AI-related issues if necessary.
However, he drew the line at limiting AI development itself. He emphasized, "We will encourage superintelligence," stating, "We will not suppress it but encourage it."
Bloomberg reported that President Trump indicated that the existing U.S. system could address the risks of AI.
The Trump administration had previously outlined a policy direction of not stifling AI innovation with regulations.
In June, the White House announced an executive order related to AI innovation and security, aiming to address cybersecurity and national security risks without overly restricting innovation.
Guterres: "Killer Robots Should Have No Place in the Future"
President Trump's remarks came amid growing calls for international safeguards on AI.
UN Secretary-General António Guterres warned during his speech at the UN General Assembly that AI is advancing faster than society can understand its impacts.
Secretary-General Guterres stated, "AI is advancing at an astonishing pace, outpacing our ability to understand all its consequences."
He specifically mentioned the risks of autonomous weapons using AI, saying, "Killer robots should have no place in our future."
Guterres argued that countries with significant AI capabilities have a greater responsibility to build pathways for dialogue, transparency, trust, and cooperation.
He identified the competition surrounding AI and data centers as one of the main driving forces behind changes in the global order, emphasizing the roles of AI powerhouses like the U.S. and China.
The UN has also recently raised the need to strengthen AI safeguards. On the 21st, the UN released an analysis from a panel of experts indicating that existing safeguards may be insufficient as the capabilities of AI agents increase.
AI Companies and Countries Discuss International Standards
According to Bloomberg, OpenAI also called on the 21st for the establishment of internationally agreed standards for the safe development of AI.
On the same day, the UN AI expert panel released a report highlighting the risk that AI models could exceed human control as their capabilities increase.
Leaders from over 20 countries and the European Union (EU) have also raised the possibility of establishing a new international organization to ensure mandatory safety testing for advanced AI models and maintain human control.
Leaders from Canada and France have also mentioned the need for an international response to AI risks.
According to Bloomberg, Pope Leo XIII also expressed in May that AI should be "disarmed" to protect humanity.
OpenAI CEO Sam Altman and Anthropic CEO Dario Amodei are scheduled to speak at the UN Security Council on the 23rd. The two are also expected to attend a state dinner at the White House for Chinese President Xi Jinping on the 24th.
Bloomberg reported that the rapid advancement of AI is likely to be a topic of discussion during the scheduled meeting between President Trump and President Xi on the same day.
Trump: "Encouraging Superintelligence"... Distancing from International Regulation
Bloomberg assessed that President Trump is presenting a different stance in the discussion of international AI regulation.
Rather than establishing an international regulatory framework, President Trump has suggested utilizing existing U.S. law enforcement systems to respond to issues as they arise.
He also emphasized the growth of the AI industry. According to Bloomberg, large-scale investments in AI infrastructure have impacted the rise of the U.S. stock market and economic growth this year.
As technology stocks have increased their share in the U.S. stock market, the expansion of AI investment has emerged as an important variable in the financial market.
The White House is also promoting the expansion of the AI industry as a key economic and industrial policy. The White House has outlined a policy direction of leading the global AI industry while simultaneously enhancing innovation and national security.
President Trump's remarks illustrate the difference between managing the potential risks of AI through an international regulatory framework and promoting technological development by utilizing existing systems in the U.S.
While Secretary-General Guterres emphasized responsibility and international safeguards for AI, President Trump expressed opposition to an international regulatory framework that could limit AI development.
