Ethereum Withdraws Proposal to Burn Staking Rewards from Hegota
- EIP-8363 aimed to adjust ETH issuance based on the amount of coins staked.
- Objections covered security, validators, stakers, industry, and the design of the burn mechanism.
The authors of EIP-8363 withdrew the proposal from consideration for Hegota, the upcoming Ethereum update, after objections arose regarding the use of a technical fork to decide changes in ether (ETH) issuance policy.
Jérôme de Tychey, president of Ethereum France and one of the co-authors, explained that several industry participants and protocol collaborators felt that an update was not the appropriate space to resolve such a significant monetary issue. However, the initiative is not dismissed.
Its promoters propose to continue the discussion through a separate process, with scheduled forums and workshops. Lido also offered to collaborate in organizing these conversations, while Ethereum developers continue to define what changes will ultimately be included in Hegota.
The proposal had generated extensive debate within the community. De Tychey grouped the main objections received since August into five topics: security, impact on the industry, design of the burn mechanism, composition of the validator set, and effects on individual stakers.

The new process includes a roundtable at EthCC, a forum on issuance during Devcon in November, and subsequent workshops and meetings between January and March 2027. The authors hope to close this stage with another forum at EthCC in April and advance, if there is sufficient support, towards a new proposal that could enter the formal consideration process of Ethereum.
EIP-8363, known as Tapered Issuance Burn, was presented on August 4 by researchers and collaborators such as Justin Drake, De Tychey, Pintail, dapplion, pa7x1, and Ladislaus von Daniels. Its mechanism proposed to gradually increase the proportion of validator rewards that are burned as the amount of ETH deposited in staking grows, as explained by CriptoNoticias.
The design contemplated that the burn would reach 100% when staking reached about 60.25 million ETH, approximately half of the supply. The change would be implemented progressively over about 18 months.
In August, nearly 34% of the ETH supply was staked. For that level, the authors estimated that the annual consensus yield could drop from around 2.6% to 1.2% under their proposal.
That potential effect on rewards was one of the points that fueled the debate. Joseph Chalom, CEO of SharpLink, expressed his opposition to the change and stated that it would harm DeFi. Stani Kulechov, founder of Aave, also questioned the initiative and later supported its removal from the Hegota process.
De Tychey, for his part, argues that a high level of ETH in staking could pose risks to the security, neutrality, and resilience of Ethereum against capture, in addition to affecting ETH's role as money. These are reasons put forward by the authors of EIP-8363 and do not constitute a conclusion derived from its withdrawal.
The exit of EIP-8363 currently establishes a separation between the technical discussion about Hegota and the debate about Ethereum's issuance policy. The proposal is no longer competing for inclusion in that update, but its authors seek to keep the conversation about staking rewards and ETH issuance open.
